BRINGING BACK JOBS
Introduced legislation to get Boilermaker work back in the CA refineries. Forging a tough battle in the legislature, Tom was successful in passing SB 54 in 2013, enabling in-state construction locals to grow from a couple of hundred to thousands and creating thousands of opportunities for Boilermaker apprentices.
PUSHING EVEN FURTHER
Buoyed by the success of SB 54, Tom spearheaded HB 1817 in Washington, which doubled membership numbers and returned WA Boilermakers to the in-state refineries. Back in California, in 2022, Tom pushed for SB 740, which extended the labor standards in SB 54 to chemical plants and emerging technologies like carbon capture, biofuels, and hydrogen.
ORGANIZING THE WEST
In 2017, Tom decided that the Western States needed to grow its ISO side and established a robust organizing strategy, bringing on highly experienced organizers. To date, the team has been successful in organizing Trojan Battery in Santa Fe Springs, CA, Dopplemeyr/Bart Connector, Oakland, CA, and Mountain Cement in Laramie, WY. These successes directly translate to growing the ISO membership base as the Western States IBB expands into new industries.
